Do Cc and Bcc recipients count toward Gmail’s daily limit?

Updated October 29, 2026

Short answer

Yes. Gmail counts every recipient, whether they are in To, Cc or Bcc. Copying one extra person on each of 300 merged emails means 600 recipients, not 300. Google’s mail merge sidesteps this by allowing only one Cc or Bcc address. Digital Inspiration’s quota page also counts To, Cc and Bcc together for its add-on.

Do the math before you send

CampaignEmailsRecipients counted
300 people, no Cc300300
300 people, Cc a manager each300600
300 people, Bcc your CRM300600

On a free Gmail account with a limit of about 500, the second and third campaigns would not fit in one day.

Where this bites

How to plan around it

Set your tool’s daily cap with copies in mind. If you Cc one person on every email, halve your usual cap. In Mergeline Pro, Cc and Bcc go with the first email only, so follow-ups do not double your count. More on copying in how to add Cc to a mail merge.

Copy smarter

Small changes like these can halve the number of recipients a campaign uses, which leaves more room for the people you actually want to reach.

Also counts for Workspace

On Workspace the same rule applies to the 10,000 total recipients and 3,000 external recipients a day. Copies to people outside your company count toward the external limit too.
